Call it though he won't answer. When it goes to voicemail it reads off an international number plus the 323 number. If he is here it's a ploy for new scamming for sure.

With cell phones and even home cell phone services, you can take your number any place. I have a phone cell phone service and if I moved to any other place, I could take it with me and my number would never change. I can even take it on vacation, just like cell phones. Area code doesn't really mean much any more as far as a person location, only the location of where they actually got the phone service from.
