Doris has been living outside all summer and doing great, but I’m starting to think about when she needs to come back inside. Right now the typical weather reaches the low 90s in the day and drops to low 70s at night. What temp cutoff should I be looking for?

What kind of tortoise? I use 70f as the cutoff for my Redfoots. Anything below that they come inside. They probably could tolerate a little cooler but I'd rather be safe then sorry.

Where are you located?
I bring mine in at 55ish.
They're only inside a few days of the year.
They have two heated houses that the pile into outside.
Usually I have to place them in the houses because they're not so "sharp".
With a cold rain or cold wind, I'd bring them in sooner.

I’m in Oklahoma. She will definitely need to come inside for the fall/winter, it freezes here.

My adults stay out until over night temps drop to the mid 50s. If it's going to be cold and wet they come in.
