Weird new growth: need advice

Hi Everyone,
I just noticed a few growths on the under side of my Tortoise. Can anyone help me identify what is? Thank you for any advice you can give. I have attached a couple of pics. You can see a little red/orange color in the lines. Will he need antibiotics?
I keep him in an outdoor enclosure.

Usually there’s more blood flow where active growths occur. As long as he is eating, moving, pooping fine he won’t need any antibiotics.

Thank you ... I was wondering what that is. The skin around his neck is starting to flake again. He’s definitely growing.
