hello I have very hard water so I use a water softner hooked up to my main water source Is this bad for my redfoot ? Will it make his shell soft ? I've had him for a month and just now thought about this.

Water softeners should be fine. It depends on your location, and the concentration.

I have a water softener but I use our reverse osmosis water for the tortoises enclosure water dish but use our regular city water that's come through the water softener for soaking. Sometimes I worry that the chlorine and fluoride will affect them since my city fluorinates.

Any water thats safe for you and your family to bath in or drink, is safe for your torts.

RO water is just pure water. It is lacking important minerals and elements. I would not use that for drinking, but its great for shell spraying.

So what's worse chlorinated-fluorinated water or pure mineral devoid water? Should I be buying them spring water?

Agree.

Well that's just it. We don't drink our water because of the fluoride. That's why we drink RO water instead. So what should I be using for the torts?

Flouride treatment in potable (i.e. the water the city deems safe to drink) tap water is fine for tortoises.
RO is also fine for torts, if you prefer to give them that.
