It's a bit out of focus and I am viewing on my phone, so I may be wrong.

It looks like skin is being shed which is completely normal.

All animals shed skin. Snakes do it tidily all in one go. Humans do it in tiny pieces that become house dust. Tortoises do it in patches and look downright tatty at times.

Shedding skin doesn't need moisturiser. It will rub off naturally as your tort goes about its business

I agree, looks just like shedding to me, not a problem.

Shedding bits of skin is completely normal, but that great big piece coming off at once is a bit unusual. Maybe a good soak in warm water will help him get rid of it easier.
