Transporting 6 Month Sulcata with a Boat

So I want to transport a sulcata using a speed boat that goes about 35 mph. It will be a 5 hour trip, and the boat mostly goes through calm rivers without tons of bumps and jumps. However, I want to know how to transport the little guy like that. Any other mode of transportation is out of the question, as using a car will take about 12 hours of driving.

I can put the tortoise (in a box) either on top of the boat or inside the cabin (below passengers' seat). Since there's a lot of air moving around, the inside of the boat shouldn't get too hot.

My plan is to use a box, lined up with Styrofoam (the board like pieces, not the pellets) and put another box inside that, with hay as bedding. I am going to put toothpick sized holes around the top and the sides of both boxes.
What do you guys think?

I would use a plastic tote box. I would put regular substrate down not hay. Hay molds too easily. No side padding should be needed. Then drill the holes you mentioned.
Once you get where you are going, what will you do with him for housing?
