true you have your point but think about it he could also sell it to a rescue(it kind of rare)but some random person might just want to make a prophet
they might not know about torts at all

I didn't know rescues bought animals.

If he gets $3000 for that group, there is no profit to be made by the buyer. They are overpriced. Rescues don't 'buy' tortoises, however, some rescues do charge adoption fees. . . some quite exhorbitent.
