Stan the 11 year old Horsefield Tortoise

Stan has come out of his hibernation and i have bathed him every couple of days, but he isnt eating and still wants to sleep under his heat lamp. Any suggestions before i take him to the vets.

Is he living inside or outside?
What are the temps in his enclosure?
They need to be 75-80 all over, basking of 95-100 and don't let the temp go below 70 at night if he only wants to sleep. Also be sure it's brightly lit during the day only to help keep him awake.
His enclosure should be at least 4x8.
