My Redfoot Has Only Been Sitting In His Basking Spot For A While? Any Ideas Why? I Might Sound Dumb But He's Just Sitting There, I See Him Doing It All The Time

That's a good indicator that your ambient temps and your basking spot are too cool. Try warming things up a bit and see what he does. You can lower your bulb or get a higher wattage one and raise your ambient with whatever heating element you are using.

What are the temps under the light and then in the rest of the enclosure?

Put a thermometer in his basking spot and in the other side of the enclosure, see what the temps are

Buy a temp gun, they aren't overly expensive and work really well. Plus they are portable so you can check other temps really easy. Then add that they are really fun to play with and its a win-win
