Outside enclosure

How old do my redfoot tortoises need to be before creating an outdoor enclosure for them? I'll be living in an apartment so that may not be doable. Any suggestions?

age is not so much the factor to consider, more like "what's your daily/nighttime temps"?

Well I live in Florida. Daily temps usually go up into the 70-80 range in the spring. Never below 50
