Hello!
1. You need to provide correct temperatures to keep his immune system in shape. Night/day and basking zone.
2. Substrate should not be too dry, otherwise it can be dusty and irritating.

To help you we need to know some more information. Photos would certainly help.
1. Tortoise age, size.
2. Details on the enclosure - what substrate do you use, what lights (exact model of the lamps is preferred).
3. What are the temperatures in the enclosure: day/night, basking zone. What is the humidity level?
4. What medication was prescribed by the wet, dosage, schedule. Was it administered fully as prescribed.

I have seperated my tortoise from others and put separately as shown in image. Humidity in my location is 60%. Day and night temp vary from 31° in day and night 25°
Age of tortoise is around 2-3 months. Size 3 inch.
Eats vegs. But I have to wake him up for that.
Currently no substrate in this container apart from few pebbles.
Doctor prescription is also attached with it

I mean that we need exact details, for example, the exact description of the lights and food - what is the name and strength of the lights, what is the name of the 'veggies', etc. Your tortoise should be in a closed enclosure with specific conditions. You should not have to be waking him up to feed him. Thanks for staying with us, we can and will help!

You need to keep them at 80F during the day. 70F at night. And on orchid bark or fir bark.
The sick one I would keep at 75-80F at night until better.
basking with a incandescent flood bulb should be 95-100F.
no halogen, coil or mercury bulbs.
a tube florescent for uvb
they should be in a closed chamber with 80% humidity. Your humidity in the area might be 60% but it's not going to be that in the enclosures with the heat/lights needed
also without a closed chamber, it's likely the temps at tortoise height is not warm enough either.

@Yvonne G can maybe answer the treatment better than I can.
But you need to get the enclosures correct and specially the temps, or no meds will help. They have to have the correct environment in order to stay healthy.

Please post some close up pictures of the tortoise, front and side views. Thanks.
Warm soaks are always beneficial, especially to prevent dehydration, which can occur very quickly indeed and is just about the No. 1 killer of baby tortoises.

Are medicine prescription correct?
Hello,

It appears that your vet gave you good advice and the prescriptions seem to be fine.

You need to keep your tortoise warmer at night if you want it to recover. I would keep it at 30C to 31C at a minimum at night. 31C or even 32C in the daytime is OK.
