Hi, and welcome to the Forum!

I think your baby is being kept too cool. Do you have a heat lamp over the habitat during the day?

You also need a moist substrate instead of newspaper. The habitat is very pretty, but dry. They need to be kept moist.

Please go to the Sulcata section here on the Forum and read the "Important Threads" up at the top of the section.

The three first things to look at at are temperatures, lighting and previous hydration. Here is a care sheet: http://www.tortoiseforum.org/thread-79895.html
Reading this should tell you where you are off.

I would not force feed a baby. Its not eating for a reason. Find the reason and fix it, and the tortoise will eat on its own.
