I have a UVB tube in a plastic fixture. I read that it is better to have metal fixtures because the light reflects better. So my question is.... would it be alright to put tin foil or something on the sides?

It would be just fine to put tin foil on the sides. :)

I think the metal versus plastic is aimed more toward safety and the potential for the hotter wattage bulbs to melt plastic over time and potentially start a fire. Probably not an issue with lower wattage bulbs, but better safe than sorry!
