Is anyone in the pacific NW?

I was hoping I could find a pacific NW buddy who understands the weather and might be able to give me advice on outdoor housing here in Oregon. I'm getting a Russian and the indoor setup is good but I would like to have both.

Start by observing sun/shade patterns in the warm months. In the PNW a sunny location with plants and hides for shade works best. Cold frames for a dry area are nice too

Well I live in Salem. My backyard gets a lot of sun after midmorning through the end of the day. There is a very shady part due to trees and then a part with full sun. I'm worried about the fact that the weather can change so drastically within the course of a day. Sun to chilly and rain.

How would I maintain heat in case of weather change?
