I'm at a complete loss and not sure what to do. I keep getting mixed answers.

There IS a lot of contradictory information out there.
But here, we agree in most (not all) issues. And we represent keepers from all parts of the world with knowledge learned first hand. And it's up to the minute information.
Keeping your tortoise will become much easier once you get into the groove and get all of the issues ironed out.
Be kind to people at the pet store.
But do not take their advise most of the time.

Tom, thank you for correcting me for all my mistake.

So how do I actually do to keep the high humidity for the baby tortoise on a closing chamber?
If someone is using a closed chamber and humidity is staying too low, it means that there is too much ventilation, or not enough moisture evaporating inside the chamber. In my Animal Plastics closed chambers, I can maintain 80-85% humidity with dry substrate and a large water bowl. In my older closed chambers, I had to keep the substrate more damp because they had more ventilation.

If you are having trouble keeping humidity where you want it, look to see where you can either add moisture (maybe a larger water bowl?) or find ways to reduce ventilation.
