I just acquired a hatchling hermanns from a local pet store.

I had him in a 10gal tank for two-3 weeks while I built him a better enclosure.

I have some questions

so once I moved him into my new enclosure, hes been sleeping a lot.

does he think its still winter and trying to hibernate?
I have a mini halogen dome light as a heat lamp, is it safe for the tortoise? its a pretty bright light
im also using a t8 tube. is this good for UVB?

I soaked him in some warm water three days ago and he was wide awake and chowing down on some greens. he was climbing around his new enclosure. now hes back to sleeping. should I continue to soak him?? he goes as he pleases in his water bowl to soak whenever.

also some feed back on my enclosure would be nice so I can improve it.

heres some pics. substrate is 50/50 sand soil mix, with a layer of top soil on top. its a 3x1

Looks good although with the babies, you might want to up the humidity. That substrate looks a bit dry (at least in the picture). he is a hansome little guy!
