Goitrogenic glycoside can be found in plants of the Brassica and related families,including cabbage, kale, spinach and some hot peppery-flavoured plants like wild mustard, and can also contribute towards the formation of kidney and bladder stones."

i see someone feed kale as regular meal to tortoise.

Kale (Collard Greens) does contain goitrogens, but it is also high in Iodine which lessens the effect. (See The Tortoise Table | Kale | Collard Greens

Advice is to feed in moderation. Not all brassicas are the same, so you need to take each on its merits.

JoesMum is correct...in addition if you feed only a few items as a tortoise diet no food would be healthy as a narrow list of foods....variety and moderation are ultra important...so kale is a valuable part of a well balanced wide variety diet
