Firstly are you sure of your tort's genders? A clear photo of the underside of each including the tail along with the Straight Carapace Length of each tortoise will help us to confirm.

Secondly, are these two being kept together. Sulcatas are very territorial and don't do well as pairs. It could be a female or a male telling the other to go away.

I would recommend splitting them for the sake of the health of the 'male'

Whether it's two males, two females or one of each, it doesn't sound happy days to me.
They need separating.

My female sulcata keeps climbing up on my male and grunting. What's wrong with her?

Torts do NOT like company; so please separate them asap.

When females are ready to have their eggs fertilized they sometimes act like that.
