I recently put my tort in a huge new enclosure, but my cat seems to like it too. She is notorious for finding cozy places and staying there all day, and I think she finds his enclosure pretty cozy. Today I filing her sitting under the basking spot, paying no attention at all to my tortoise, who was looking up at her in his water bowl.

The thing is, she’s a pretty small cat, and my tort is probably the size of her head, if not bigger. Is she an immediate danger to my tortoise? She seems to not even care about him, but could she transmit a sickness to him?

She's more danger to getting burned or starting a fire. I suggest you find a way to keep her out.
As for the tort, yes, she could hurt him too.

Feral cats like to hang out in my outdoors tortoise pens. So the cats and tortoise connection may have more going on than the obvious. Warmth and shelter...or not.
My issue is/was with cats pooping in the pens and tortoises eating the poop.
I had to place netting over my pens to keep them out.
I agree that indoors, cats could also cause all sorts of issues for you.
I'm also pretty sure that some tortoises like my gang of Redfoot would take a chomp out of a slow moving or sleeping cat.
I've got two pair of shoes with bites missing from the heels.
