7-8 year sulcata

I found this post on craigslist, it's a 7-8 year old sulcata living in a 25 gallon tank with no water or food dishes it had a hid log that's much to small for it to even fit into. I'm hoping someone in the Bay Area can rescue this poor guy.

OMG how sad. See ppl like this should NOT have tortoises. This pisses me off. I HOPE someone can rescue this poor little guy. Poor thing.

He is soo small for being 7-8 years old its breaking my heart. Should I message the guy and voice my concerns? I would take him but I can't pay 200$ for him.
