Unexperienced female?maybe those are to keep predators away from the nest they might use them as bait.

I have this young tortoise that hasn't laid eggs yet this season,at one time she dug a nest went through the whole ritual but didn't produce any eggs, that was few month ago,I'm very suspicious that she may be the one.

Young females just reaching maturity will often drop eggs, or egg parts, on the surface while walking around. This is pretty normal. I call it "priming the pump". Getting late for laying this season, but next year she'll probably dig proper nests and lay her eggs correctly.
