Unwell tortoise

My tortoise has been showing signs of respiratory illness and I was gonna take him to the vet until he was turned around and had this on his extendo. What do I do? What is it? Could it be from fine wood pellet substrate that my dad insisted on against my judgement?

If it's orchid bark substrate he or she is on, it's fine as a substrate.

What exact kind of substrate?
What exactly are you asking about.
That is a penis sticking out. But it looks like it has stuff stuck to it or something is wrong with it.
Can it be washed off?
How long has his penis been out do you know and is it going back in?
If he is unable to get it back in and the stuff doesn't wash off, it may be drying up as it may have been out too long.
If he can't put it back in you must keep it moist. Put a paste of sugar and water, but make it into a paste and put it in there and do what you can to keep it on.

Hello! Glad to see you've taken advice and come here over reddit.

You could post the images and videos which led to you believing your tort has a respiratory infection, I think the experts on the forum will be able to give advice.

The substrate your using was also what my dad insisted for my tortoise, it isn't good. Please link images so people here can help (I think he is using compressed wood pellets which have broken down and become dusty and easy to accidentally eat)
