Turtle hiding head while basking

Hi my red ear slider seems to hide head his head while basking a lot and I just want to make sure nothing bad is going on. He keeps his legs out and swims around normally.

Is he in an indoor enclosure with artificial lighting or outside in natural light?

Indoor with artificial lighting, he's an albino red ear slider, not even 1 year old yet

Is he right out in the open? Is it when you are near him? Can you look without him knowing you are watching to see if he still hides?
