Topsoil for growing

Hi all.
Does anyone know if topsoil is suitable for growing weeds and vegetables? The topsoil I have is from B&Q, the bag states that its made of loam, and is peat free but contains organic matter and nutrients for fast root growth. Can this be used as a growing medium or should I get a bag of organic compost? The topsoil contains British loam, and other natural green matter.

The added nutrients would concern me. For my tortoises, if its not labeled organic, I don't use it.

I think I will get some plain dirt and organic compost to grow :)
