Russian Testudo horsfieldi, Eastern Hermanns Testudo hermanni boettgeri and Dalmatian Hermanns Testudo hermanni hercegovinensis are species that can be kept outdoors in the northern U.S. for a major part of the year. They're environmental and diet needs both when indoors and out are easy to meet. They are all very hardy tortoises that are adaptable to different micro-climates.

I live in Finland and we have even -25 degrees celcius here in the winter and up to +20 degrees celcius in the summer. We have a Russian tortoise, and he can be out in the summer (when it's over +10 degrees at nighttime) and the most of the winter he sleeps in the refrigerator (+3 to +6 degrees) for hibernation. So I too would recommend the Russian tortoise.
