Sos! What can be her problem?

When I arrived home, I found my baby tortoise like on the pictures. I tried to bath her, and gave her food but nothing. I have an other tortoise also, she is fine, they ate the same food. I am really afraid that she has some real problem, because she is weak, she pulls her head deeply into the shell and not moves.

Yes, they are in the same enclosure and eat the same food. The temperature is around 27 celsius.

If they are housed together get them seperated ASAP!
Get the temp of each enclosure 80 all over and a basking of 95-100 with an incandescent flood bulb. Use a tube florescent for uvb and ceramic heat emitter for heat.
Don't let night temps go below 70.
