Looks like shell rot.. There are two types, wet and dry. Dry is less severe and can be treated easily, but wet shell rot can cause BIG problems for that turtle and the owner. It is relatively easy to treat it and prevent it form coming back... www.turtlepuddle.org/health/shellrot.html
