Shedding?

Ok so today I saw a bit of skin hanging off of my torts head it wasn't a lot just a little sliver. I was scared to touch but wondering if it's shedding? Can tortoises even shed? I didn't even bother taking a picture cause you probably wouldn't be able to tell in a picture. I've been seeing growth marks on his shell so he is finally growing, could the skin thing have anything to do with growing. Any suggestions?
Also don't get me wrong about it being so small not to worry about, because it was big enough to notice and be concerned about.

Yes they do shed... this is normal so nothing to really worry bout... dont pick at it... warm soak and she should be fine =)
