Is it normal for a baby sulcata tortoise to shed its skin? Does it mean anything? Because my tortoise (Thor) is shedding.

They do shed occasionally. How are your temperatures/ humidity? Humidity needs to be pretty high while they're babies. I attached a this link that @Tom wrote in your post about hibernation.
