Why won't my dear Benjamin go into his water bowl? I tried to place him in but I only put his head in on accident.
Also is it bad if he has some dirt on his wet face?

Welcome to the forum!
He won’t go into his water because he can’t. It is much too tall. You need a low sided, shallow water bowl like a terra cotta saucer.
It also appears that your enclosure is much, much too small. You need a minimum enclosure size of 8x4 feet.
Give these a read and come back with questions-

Most Russians don't appreciate going into the water. I wouldn't worry about it. Just change out the bowl to a plant saucer, keep it filled with clean water, and forget it.

My older brother owned this guy before me, it's some kind of alcohol. Not to worry though, there is no liquid in it.
Also, thank you for the help! :)

Definitely take it out. Even if the smell leaks from it, it can’t be healthy.
Please read those links and make changes to your enclosure accordingly :)

Well... It's nostalgic and has been there for at least a year, are you sure it's not healthy? It doesn't seem to do anything to him. And doesn't have a smell at all.

If anything, I would prop it up so that it takes less floor space, but yes, I would remove it.
