Russian Tortoise shell help!!

Hello,
I just got this tortoise in the mail. I owned Russian tortoises for five years but I've never seen this. I am curious about the red on it's shell. I have attached a picture!

The light colored band where you are seeing the red is new growth. The reddish tint is vascularization to support the new growth.

Do quarantine the new guy for several months, and never keep them as pairs.

Thank you! We don't have any other tortoises currently. I owned them in the past!
