Can you put him in his outdoor enclosure for the day?

If not, you can simply use a regular household incandescent bulb for some heat and light. Make sure you check the temps under it and make any necessary adjustments.

Your tort will be fine!

For the future, just reassure your Mom that using a regular house light light bulb (not fluorescent) with the same wattage as your tortoise bulb will be fine. (for example, 60 watt, or 75 watt, or 100 watt, etc.).
