What is this? Everything I can find says primrose but it is 5 feet tall, so that doesn't make sense to me. I would appreciate opinions from someone smarter than me.

Yes, it is a yellow evening primrose, from a different plant family than the one you are likely thinking of. And yes, it grows tall and crazy. Safe to feed. I'm sure your tortoise will like the flowers.
