Im not sure what it is but shell rot is white fungus. So I don't think it's shell rot. Though redfoots ate prone to getting shell rot. But I don't think that's what your issue is

Antifungal cream works if you think it is a fungas. Have you researched further on your own to see pictures of shell rot or fungas? Cleaning it with a soft toothbrush and cotton swabs for one would help. Did you try to inquire from the seller what this could be?

Does your tort have a way to get out of wet soil into/onto an area where he can let his shell dry out---this is a normal and needed option in order to maintain a healthy shell....
