please help (baby stretches neck back)

Today I have noticed that my baby horsefield tortoise is constantly looking up. A few minutes ago i saw her stretch her neck very far back and a while after that she had a flinchingh movement followed by an eye rub. The only times i have notices anything come out of her nose is when she is having her daily soaks or eating. Please help me!

We're going to need more info, and pictures if possible. What brand/type lighting? What is temperature all over the floor of the enclosure? What substrate? What food? what type of enclosure? Everything you can tell us about the husbandry, etc.
