I Want to build my Russian an outdoor play area. I live in Tampa and it is very humid, would it be too risky, because of the humidity. Also what should I use for the bedding.

I believe you could work out a yard that would be good....the higher humidity may have affects on the tort if you don't offer a dry retreat for your tort...perhaps making sure that plenty of air flow happens and I would use things such as wood and concrete/stone as hide designs versus a bunch of plants.....although you will need some to assure shade....

I would also be sure to do visual checks of your russian from time to time to view the shell entirely and also to do checks to make sure all is good for breathing and clear airways....

I believe it can be done....I also would think that a trip a couple times a week into a controlled indoor enclosure that offers very very little humidity and offers your heat source for the tort to retreat to to "dry out"....I think a good balance can be worked out....:D
