Tell us more about your lighting. It might actually be too hot, so he is trying to cool off by digging down. The best lighting/heat for a Russian is a combination bulb: like the Powersun UVB, the 100w in your enclosure, on one side away from the hide, so they have a warm and a cool side.
If a pet store sold you two bulbs (one for UV and one for heat), see if you can return them and use the one UV/heat bulb as I mentioned.
You need a reliable thermometer. This is really important.
Either a digital thermometer with a wire probe that you can move around

(Note: these are just examples, there are good on line reptile supply stores too).
Work on getting the lighting/heat right first, they can go awhile w/o eating.
You are soaking him in warm water and not letting it cool off?
