Fortunately you are in a nice warm area for torts - Louisiana. So he will be able to get natural sunlight when temps are okay.

There are many substrates that hold moisture well. I use a product called Eco- Earth and when moist it stays that way for awhile. Easy to keep moisture in a closed chamber. Any kinda lid that holds in moisture can work.
