Decided to build a proper heated enclosure. Will be adding insulation and straw as well.

Don't add straw. Too drying and fire hazard depending on how you heat it. Regular substrate, dirt from yard, coconut coir or orchid bark will be the best.

Unless you know for sure what's in the mulch and that it's nothing toxic to torts, I would avoid it and stick to wellingtons suggestions above.

I agree with Lyn W. Mulch usually has a bunch of garbage ground up in it. Plastics is a big one easily found in it.

Cypress mulch or orchid bark will work.

You'll also need something lining the walls to prevent abrasion. What will you heat it with?
