Don't add straw. Too drying and fire hazard depending on how you heat it. Regular substrate, dirt from yard, coconut coir or orchid bark will be the best.

Would mulch work?
Unless you know for sure what's in the mulch and that it's nothing toxic to torts, I would avoid it and stick to wellingtons suggestions above.

I agree with Lyn W. Mulch usually has a bunch of garbage ground up in it. Plastics is a big one easily found in it.
