Leopard hatchling help

Hello!
Can anyone give me some input on the leopard hatchling sleeping pattern. Our little one seems to sleep for long time. I came home for lunch the other day and he was still sleeping, gave me a scare. Is that normal? I read somewhere that I should pick him up and wake him every day, or should he continue sleeping? I turn his day light about 8 am to 8 pm. Should I wait till lunch to wake him up or get him up at 8am?
The night temperature is probably around 72F-75F. We are getting new ceramic heat today to gear up for winter temps, I could probably can get temps to 80 at night, or even higher. Again, afraid to cook him up. Although a care sheet we got with him, said low 70 is good. He seems to eat fine when he is up and burrows to go to sleep in various places.
Daytime temps I am still trying to adjust, but the basking (powersun UV) is around 95 - 100F, it disperses to high 80 around it and the other end is 75 or so. I actually have a tile under the moss, and if moss isn't covering a tile, the direct under gets up to 115, so i thought it was too high, covered it with moss and it gets to 95 or so. The vendor suggested a tile.
Humidity about 75-80% on the moss side and I keep it dry on the most of the cypress mulch.
I included a pic. Anything wrong with setup?
Any suggestions are very appreciated.

Ignore your care sheet you got with him and please follow Toms threads below in my post. Temps should be no lower then 80 with humidity at 80% and a basking spot of 95+. Give warm water soaks every day for 20-30 minutes. Coconut coir works best for holding humidity. After soaking the coir, pat it down to cut down on it being tracked all over. Offer a low sided clay saucer water dish 24/7.

Your humidity will not hold at 80% with an open top. Cover the enclosure, which will also help in keeping temps where they need to be.

noticed running eyes today, but eating very well. This just worrying me a lot

As for runny eyes, your not using any coil type bulbs are you? If so, get rid of them. They have been known to cause eye problems.

No, no definitely not. Powersun UV - bulb and ceramic infrared at night. So no dry spots at all? Person told us only humid where they sleep , and the rest is dry. I keep about 50% humid right now. Wow, thanks a lot for your help. I read all the posts above
