Leg bobbing?

My tortoise bobs its head often and I know that means they're nervous....But what does it mean if they move their front legs in and out? P.S. its a baby cherry head

My smaller tortoises bob when they breathe. They don't have diaphragms like ours.

It's usually very normal. Unless there are other signs of something going on to make him do this. Otherwise normal and not nessicarily a sign of stress. My one leopard is very stress free, he doesn't care about anything going on around him. Okay he does, but only so he can get in the middle of it and he bobs head and legs too.
