Keeping temp up

I'm having trouble keeping the temp up in the habitat. We have a MV bulb in a porcelain fixture about 16 inches above the floor of the habitat. The temp reads 89 degrees in the basking area, but I'd like it to be around 95 for our baby Hermann. Can I lower the lamp even more? How close to the substrate can it be and still be safe for the tort?

I wouldn't lower it any closer than 12" from the top of the tortoise.

You might try either covering the enclosure to keep the heat in, or adding a CHE (ceramic heat emitter) on the other end.
