Is this shell rot?

Can anyone tell me if this is shell rot on my Russian? Looks like a normal color I'm just making sure he's healthy

I don't see any shell rot. This species is not prone to shell rot. That is usually seen on redfoot tortoises that are kept in wet conditions all the time.
