Is This Shell Rot?

good afternoon all. This little Russian tort is 22 years old, and was sadly neglected half his life - in former owner’s care for 11 years he had no UV light, no outdoor access, was never soaked, ate only Romaine lettuce, and probably had his enclosure cleaned 2-3 times (it’s a miracle he’s alive imo)! When adopted into my care a year ago he had two traces of parasites, which he received medication for. Now he has a regularly cleaned enclosure with outdoor UVB access and a very healthy diet. He’s also soaked 1-2 times per week.

My question now is whether not this looks like shell rot? He’s VERY active, always climbing, digging and falling over lol, so it could be wear and tear? The chip on his shell has been there as long as I’ve had him. I’m just starting to notice the little grooves that I hadn’t really looked closely at before.

Please put my mind at ease and tell me this isn’t shell rot! :( The photo was taken right after a bath with a toothbrush.
