Shell rot?

I have had my russian tort for about 4-5 years. He's always had some flaky areas on his shell, and I haven't thought much of it. Is this shell rot?

No it's not rot, but it looks like he's kept inside and not enough humidity. He looks too dry to me....

No. Wild caught Russian tortoises always look a little rough.

Is he wild caught? It just seems like his markings are a lot more distinct then some wild caught tortoises I've seen. Maybe he is a different type of Russian tortoise that I'm used to scene.

And I'll make sure he gets more moisture. It's just been a long winter and it's not warm enough outside where I live.

Didn't mean any disrespect. I also live in a cold climate, but my big Sulcata doesn't seem to care....

Yeah, my tort seems to be happy. I just have to wait for the summer. I'm more worried about outdoor enclosures because we have a lot of raccoons and foxes around here. I know you didn't mean disrespect, I actually really appreciate your advice c:
