The shorter days are leading many British torts to think about hibernation. If you don't intend to hibernate your tort then you must make sure sure that temperatures and lighting are spot on to imitate the sun. What are the 4 important temperatures in your enclosure? (Warm side, cool side, directly under the basking lamp and overnight minimum) Soaking you tort for at least 30 minutes every day in warm water is vital to keep your tortoise hydrated while it is inactive. Photos of your enclosure and lighting will help us to help you.
