Hey guys! Need help right away...

Hey this is Pawan from India, and I own a red year slider who is 3 years old, and an Indian star tortoise who is probably 3 months old. The sliders name is Ted its a male, and Name of the Star is Pebbles and it's a female.
As most of y'all know it's illegal to keep a star tortoise in India, so I can not take it to a vet. I built her a cage so that I can keep her in my balcony all day long so that it can stay under sunlight, provided her with a plate for food and a shallow plate for water, and a little house for hiding and also I soak him daily in warm water.
I along with my friend took a pair of stars, he has male and I have female, his tort is active, eats green leaves. The problem with Pebbles is she always hides in her house and sleeps, as soon as I put her in the cage she goes into her house and sleeps, never eats in her cage, I have to take her out and feed her that too only hibiscus flowers, she doesn't eat leaves or grass or any other greens, she eats cucumber but I read in some site that cucumber is not good for torts.
Please help me guys.....

Most tortoises will pick and choose food. If she really like something..like flowers or cucumber, she may resist eating anything else until she gets good and hungry.
You also heard correctly. Cucumber is an O.K. food for an occasional treat. It's also a good natural laxative.
Feed what your friend does for a few days. I'll bet she'll decide to eat them.

I agree, please post a picture of your set up so we can see how she's living. What are you using as substrate for her?

Keeping babies outside all day in artificial small human made enclosures never works well, even in their native countries. They do much better in a stable indoor set up with proper heating and lighting.

Daily soaks will help too.

Also, there is no way to sex a 3 month old baby.

Firstly thank you for responding so quickly:),and here are the pictures of the enclosure and Pebbles.
I give her warm water soaks everyday, she always runs into shade whenever i put her under sunlight.
I tried mixing up greens with hibiscus flowers but it didn't work, and it is a little hard to get a uv light so i put her under natural sunlight,most of the people in India owning a Star tort:tort: do that. And the worst thing in India is vets can only treat dogs and cats.

I like to have an indoor enclosure as the primary set of for babies and then give them an hour or two of access to sunshine in a safe shady outdoor enclosure daily or several times a week. With this strategy, you do not need indoor UV. As they get older and larger, I leave them out longer and longer.
