Hay allergy?

I have been using hay for years as a substrate for my torts. Although, I have never owned a greek until recently. I have noticed that Cosmo seems to be weezing (no runny nose). He still has a healthy appetite. He is also shedding normally, but his skin is a little red. Is he allergic to the hay? Is there not enough humidity for him? How do I bring up the humidity and what other substrates can I use? I am always afraid of my Torts eating substrate and it becoming impacted (they are so messy when they eat). Also, does anyone have any good ideas of things I can make to put in the enclosures so my torts are so "bored" Pet store items are boring and way too expensive!

My Hermann is allergic to the hay. When I got him, there was a little bit of hay in his hides. He was sneezing all the time and bubbles were comming out of his nose. The vet told me to remove the hay and 1 week later, Hermy was doing super good.
