You need to keep the dog hair out of his enclosure and do not let him roam the floors of your home
The hair can cause impaction and entangle limbs.

Please see a tort specialist vet asap this could be very painful and dangerous for your tort.

My red-footed enjoys eating dog hair. Now he is losing weight and not eating. Is there a way to clean him out?
Mineral oil, vaseline, and spineless opuntia can all help lube up the GI tract and get things moving. Long warm soaks in a shallow tub can usually help too. Get that tortoise treadmill going.
