Your dog has found someone's escaped pet. Put up some signs on the utility poles on your street and on the street that backs up to yours.
It's a three-toed box turtle (Terrapene carolina triunguis), and they are not native to California. The turtle's beak is pretty overgrown, telling me it has been in the house for a very long time and fed soft foods. They probably thought they'd do him a favor and took him outside for some sun, and he got away from them.
